Zebari was the Foreign Minister of Iraq.  Experience in Iraq would demonstrate that the Sunnis, Kurds and Shias were mosaics rather than monoliths.  Those groups, including al Qaeda in Iraq, who pushed strict interpretations of Sharia law, with harsh punishments, were rejected by the population.


They are wanting strict laws and that is what the brotherhood is all about.
